Why the arrears of 7th pay commission of Assam contractual Tet teachers will be late? Know the reason and analysis

As Assam government announced the revision of pay commission in Assam with effect from april 2016.
The revised salary will benefit around 5 lakh state government employees .
The revision will benefit contractual tet teachers working under SSA also.
As said by the hounourable finance minister Himanta biswa sharma the arrears of 1 year will be released in two installment.
First installment was ought to be realeased to all before Bohag bihu but due to the fund allocation crisis only 3rd and 4th grade employee were able to draw it and that also a sum of 10000 and 12000 only.
Most probably first installment of arrears will be released to all(except contractual tet teachers) within the last of this month or first week of next month.
So now main topic here is why contractual tet teachers arrear will be delayed.


First point is that in SSA there is ratio of funding pattern in 90:10 means centre expense its 90 % and state share its 10%.So accordingly bill have to be prepared first and have to be approved by centre and then state can take the next official steps,as arrear for six months is not a less amount it is a summation of hefty amount of crores.

Ok now letz come to second point as recommended by the pay commission that all graduate will be paid the graduate scale ,

So now this statement of pay commission justifies for upper primary or high school level but in lower primary for contractual teacher there is lots of work of arrangement to be done,as uptill now all were given the same pay wether a candidate was graduate or h.s level.

So in this way there are lots of points behind the delay of tet contractual TET teachers arrear.
The projected time for the credit of first installment of arrear according to our team is june.
Guyz dont be upset or have a confusion in your mind regarding the eligibility of 7th pay commission  of contractual tet teachers .All will be beneffited from the revision though for contractual it may take time but its sure that no one will be exempted from it,as even Bihar government announced to implement 7th pay commission to its 4 lakh contractual employee,and with us we have our hero Dr.Himanta biswa sharma.No one can deny the fact that he has done a lot of things for the upliftment of TET teachers.
Remember one thing we contractual tet teachers were appointed for a fixed pay of 13000  at the begining but he was the one who revised our pay and at present we are drawing approximately 20k salary .
Lets hope for the best and do our duty without leaving any stone unturned for imparting knowledge to students.
All is well and all will be well lets focus on our target.
